请广大外籍教师增强法治和道德意识，严格遵守当地政府和相关部门的通知、通告要求。学校已经根据教育部通知，做出了延期开学的决定，开学时间请等待学校统一通知。请所有离校外籍教师安排好假期学习生活。

请广大外籍教师减少出行，对自己、他人和社会负责。外籍教师如果提前回到四平应自行居家隔离观察，观察期至少14天，不到办公室、教研室活动，待观察期结束确保没有任何问题后再开展相关活动。

为及时掌握广大外籍教师的动态，学校将实时统计外籍教师们的假期行程和身体状况，并按要求实施零报告制度上报上级主管部门，请大家严肃对待，认真反馈。

学校将加强校园管理，严格实施门禁制度，对外来人员、车辆实施登记制度。诚恳希望广大外籍教师近期不要邀请或接受外来人员来访。

A Letter to All the International Faculty and Staff of Boda College of Jilin Normal University (BCJNU)
 —— Calling for Cooperation and Support of Prevention & Control of the NCP Outbreak
Dear international faculty and staff：

At present, we are at a critical moment to prevent and control the outbreak of the Novel Coronavirus Pneumonia (NCP). As you are aware, the Central Government has designated the epidemic prevention & control work as a top priority. BCJNU has held several meetings to implement the appropriate and effective rules and regulations set forth by national and local governments. We have been and continue to take active measures to ensure the health and safety of our students, faculty and staff. We are very concerned about the health of our international faculty and staff, and would like to express our great appreciation for your effort and support. However, we should also be aware that in the coming period of time we may soon face even greater stress and challenges. In order to resolutely curb the spread of NCP and to implement full epidemic prevention and control, we put forward the following requirements and request your conscientious cooperation and support.

1. We urge all the international faculty and staff of BCJNU to help maintain law and order. Please strictly comply with all the rules and regulations issued by the local government and relevant departments. BCJNU has decided to postpone the beginning of the spring semester according to the notice of the Ministry of Education, so be patient for our official notification for the opening date of the new semester. Before that, it is suggested that you maintain a reasonable balance between work and leisure during the holiday.

2. We strongly recommend that you avoid travel and make an effort to reduce the amount the socializing or other unnecessary activities that require you to go out. This is for the sake of your safety and the safety of your family and society in general. Upon returning to Siping, you will be required to remain at home for a 14-day self-quarantine and self-observation to be sure that you have no fever, coughing or any other similar symptoms of NCP. Do not go onto BCJNU campus or into your office before the end of the self-quarantine. You must not enter the BCJNU campus until the end of your 14-day self-quarantine. In the case you are unwell or experience any abnormalities in your current state of health (fever, coughing and other symptoms of NCP), please avoid campus and report your condition to your Faculty or School immediately.

3. BCJNU has set up a daily reporting system to collect the latest information on all the faculty and staff as well as the students about any travel and on their physical condition in order to monitor the situation and offer reporting to the competent authorities. We request your kind cooperation in providing any necessary information in a timely manner.

4. BCJNU will be strengthening the campus management and has implemented a strict access control system for people or vehicles from outside. We strongly suggest that you do not invite or receive visitors during this period of time.

Dear colleagues, no matter where you are at this moment, we are particularly concerned about the well-being of you and your family. We also hope that you will continue to make an effort in our joint endeavor to combat and overcome the challenge brought by the NCP since it is everyone’s responsibility to prevent and control the epidemic. We shall remain calm and reassured while following the instructions issued by the government and so. The fabrication or spread of any rumors should be forbidden.

Let us, all faculty and staff of BCJNU, unite and work together to make our best contribution to complete victory in our battle against the virus.

――現時点の疫病予防制御工作に関する要求

現在、新型コロナウイルス感染肺炎疫病の予防制御は大事な時期にありあす。皆様のご存知のように、中国政府は疫病予防制御のことを非常に重視しております。本学も最近数度の会議を開き、国家の要求を着実に実行しながら、積極的に対応措置を出し、教職員と学生の健康と安全の確保に尽力しております。特に、外国人教員の皆様方のことを非常に心掛けております。外国人教員の皆様につきましては、平素より多くのご支援とご協力をいただき、非常に感謝しております。今後しばらくの間、我々は更なる職務上のプレッシャーや困難に直面すると思われます。感染拡大を断固として防ぎ、疫病の予防制御の戦いに勝つためにも、外国人教員の先生方については以下の事項を厳守してください。

1．外国人教員は法治意識?道徳意識を強化し、所在地の政府と関係部門による通知と要求を厳守してください。本学は既に中国教育部の要求に従い、開講時間を延期することを決定しております。具体的な開講時間につきましては改めて通知いたしますので、そちらをお待ちください。大学を離れた外国人教員の方は、閉校期間の研究生活をご調整ください。大万博体育官网生の外国人指導教員は学生たちの研究生活を合理的にご調整いただきますようお願いいたします。

2．外国人教員の皆様方におかれましては、ご自身、他人、社会に対して十分にご配慮のうえ、出来るだけ外出を減らしてください。また、四平に戻った外国人教員は、オフィスと研究室に入室する前に、最低１４日間自宅で隔離観察を行ってください。隔離観察期間が終了し、症状のおそれがないと確認できてから、関連のご活動を行ってください。

3．本学では外国人教員の皆様の動向を適時把握できるように、毎日外国人教員の活動予定と健康状況を統計したうえで、?ゼロ報告?制度に従い、統計したデータを上級主管部門に報告いたします。皆様については厳格に取り組み、しっかりと報告してください。

4．本学はキャンパス管理を強化し、厳格に門限制度を実施いたします。つきましては、学外の方や車両に対しては登録制度を実施いたします。外国人教員の皆様方は今後しばらくの間、外部関係者の招待や受け入れを行わないようにお願い申し上げます。

教員の皆様方におかれましては、本学は皆様方とご家族の安全を心より祈っております。また、皆様方がどこにいらっしゃっても、一人ひとりが大連理工大学のイメージを代表しております。疫病の予防制御については、我々一人ひとりが責任を持つものであり、また緊迫した状況下にもあります。
